School Community Council Meeting Minutes

September 11, 2025

 

Attendees: Justin Jeffery, Kristen Baird, Emily Fife, Ashley Mills, Steve Leavitt, Joseph Demma, Jeanette Knight, Amanda May, Kinley Garfield, BriAnn Denoyer, Rachel Hatch

Meeting called to order at 6:03 pm

 

Agenda Items:

A.   Park Lane SCC Organization and Business

a.     Welcome & Introductions

b.     Approve Public Roster (email addresses and phone numbers)

                                               i.     Reviewed and Approved

                                             ii.     Motion to approve: Joseph Demma, 2nd: Ashley Mills – Council unanimous in the affirmative. Chris Sharp was not present for this vote.

 

c.     Elections of chair, vice chair, and note taker

                                               i.     Christopher Sharp was nominated and elected as Chair

d.     Review By-Laws as necessary

                                               i.     At the SCC training, everyone was told we needed to update By-Laws. We need to make minor adjustments and add some legal. We agreed to let everyone attend SCC training for clarification and follow up with this at the October meeting.

 

e.     Establish future meeting dates and times

                                               i.     All meetings will be held on the following Thursdays at 6:00 pm:

1.     October 9th, 2025

2.     November 13th, 2025

3.     December 11, 2025

4.     January 22, 2026

5.     February 19th, 2026

6.     March 12th, 2026

7.     April 16th, 2026

8.     May 14th, 2026

                                             ii.     Motion to approve: Amanda May, 2nd: Jeanette Knight – Council unanimous in the affirmative

 

f.      Establish a plan for how we inform parents without internet access (required), and how to notify families of agenda items.        

                                               i.     The council agreed to post the SCC roster and other pertinent information on the SCC board in the main hallway.

 

g.     Determine Digital Citizenship Week Plan

                                               i.     Volunteers for a sub-committee to head this up?

1.     Digital Citizenship week is October 20-22, 2025. We agreed to let Xiomara Ruiz send out information as the Digital Citizenship coordinator for the school. BriAnn Denoyer is also going to contact the PTA and look through previously purchased curriculum to potentially supplement district approved curriculum.

 

B.    SCC State & District Information

a.     Information from the district’s PTA president and SCC chair luncheon

                                               i.     Chris reported on this luncheon. He said the district continues to talk about chronic absenteeism. 45% of highschoolers in the district are chronically absent which is defined as missing 16 or more days in a single school year. CSD is a top district for the state with high schoolers scoring higher than 18 on the ACT. 70% of K-3 students are reading at, or above, their grade level. Teacher retention is amazing, 90% over the last 3 years. The innovation center is a huge priority for the district and will open fall of 2027. They mentioned budgeting for new schools without raising taxes.

 

b.     Review district SCC Training and future options

                                               i.     The entire council committed to attending 1 of the 4 remaining district trainings.

 

C.    Park Lane Data & Information

a.     Review of current school TSSP & Land Trust plan

                                               i.     Covered information about what TSSP and Land Trust is for new members.

                                             ii.     The school has made structured speech a priority and goal with Mrs. Duncan’s reader theater program and training with mainstream teachers. 50K of our Land Trust budget is used for salaries so we can fund interventionists and extension teachers.

 

                                           iii.     Review of Available Data

1.     2025 End of Year Data

a.     ELA changed the test so we don’t have these results yet.

b.     Math: 3rd graders were 74% proficient, including our ACC students. The district proficiency is 52%.

                                                                                                     i.     4th graders are 71% proficient, District is 54%.

                                                                                                   ii.     5th graders are 79% proficient, District is 53%.

c.     4th and 5th graders also take a science RISE test and were both 75% proficient compared to the district at 54% and 55% respectively.

 

2.     Acadience data:

a.     Language Arts: All grades saw great increase throughout the year. Kinder jumped from 62% to 80% above benchmark! 5th grade jumped from 62% to 87% above benchmark.

b.     Math: Math scores also show incredible progress with every grade showing improvement. 1st grade jumped from 54% to 68%. 3rd grade from 71% to 86% and 4th from 61% to 84%.

a.     The kids were still testing when we had our meeting.

 

D.   Budgets Review & Proposal

a.     Review of current Land Trust and TSSA budgets

                                               i.     Principal Jeffery showed the council our budget numbers and how they are allocated. Most money funds our counselor and drama/arts brain booster teacher so she can be a full-time employee.

 

b.     Cell Tower Grant Requests

                                               i.     We had 2 requests. 1 for Ms. Tonga in 2nd grade. She requested new headphones with a $175 price tag. 1st and 3rd grade requested a subscription to Brain Pop Jr. for $119.

                                             ii.     Motion to approve: Jeanette Knight, 2nd: Amanda May – Council unanimous in the affirmative

 

E.    Odds & Ends

a.     Safety Review

                                               i.     We discussed the security guardian program and other changes the district has made including the door magnets. The school continues to hold safety drills once a month. We discussed safety for the upcoming Fun Run.

 

b.     Celebrations or Concerns

                                               i.     Is there anything we can do to speed up the time kids spend in line to receive their food at lunch? Principal Jeffery said he would speak to the lunch staff about including the popular food items in both lines.
