Article 1 – Name

Park Lane Elementary School Community Council (SCC)

Article II- Laws

We abide by all laws, statutes, codes, and policy applicable to Utah School Community Councils, and Canyons School District policy.

Article III -Standing Rules

  1. Elections for SCC representatives will be held prior to the first SCC meeting, but after the start of school each year in the fall.
    1. Notification of available SCC parent member seats, election dates and procedure for declaring candidacy for the SCC will be sent home with the students the first weeks of school.
    2. If a parent or guardian position on a school community council remains unfilled after an election is held, the other parent or guardian members of the council shall appoint a parent or guardian who meets the qualifications of this section to fill the position.
    3. If a school employee position on a school community council remains unfilled after an election is held, the other school employee members of the council shall appoint a school employee to fill the position.
    4. If there are more candidates than available seats, two alternates will be selected from the remaining candidates in the order of the number of votes received. They will be appointed as voting members of the council if a seat is vacated prior to the next election.
  2. Membership: The number of School Community Council members will be limited to 15 total members, and will be determined based on the following:
    1. Each school community council for a school other than a high school shall have a minimum of four parent or guardian members and two school employee members, including the principal.
    2. A school community council may have a larger membership provided that the membership include two or more parent or guardian members than the number of school employee members.
  • Members, parent and employee, have an expectation of attendance.
    1. If for some reason a member cannot attend a scheduled meeting, notification should be given to the Chair prior to the meeting.
    2. If an SCC member misses three meetings during a given school year they will be invited to provide a written resignation and the respective group (parent or employee) will appoint a replacement. If alternate members were selected, their appointment to the vacated seat will be ratified by the SCC.
    3. If no alternates are available to serve, the SCC may seek out parents or school employees to be appointed.
  1. A majority of the members of a school community council is a quorum for the transaction of business.
  2. The action of a majority of the members of a quorum is the action of the school community council.
  3. The Park Lane Elementary School Community Council will meet often enough to follow minimum state and district requirements. The majority of the council has to agree to cancel/call a meeting.
  4. School Community Councils are subject to the Open and Public Meeting Requirements and Utah Code; meetings will remain open, minutes and agendas will be posted on school websites, minutes will be kept for 3 years.
  5. Subcommittees may be established or dissolved by a majority vote of the council. Parent members may serve on one or more sub-committees.
    1. Each subcommittee will be chaired or co-chaired by at least one elected school community council member, which will report regularly to the SCC on the committee’s progress.
    2. Other SCC members may serve on a committee.
    3. Additional community members, both employee and parent, that are not elected SCC members may serve on any subcommittee with the approval of the SCC.
  6. The SCC chair will conduct the meeting
  7. All meeting will be conducted using Robert’s Rules of Order
  8. Other positions to be considered by membership include:
    1. Chair
      1. An elected parent member of the SCC
      2. Can serve repeated terms
    2. Vice-Chair
      1. An elected parent or employee member of the SCC
      2. Can serve repeated terms
    3. Secretary
      1. May be an elected or appointed member of the board.
      2. If appointed, membership needs to approve by majority vote.
  9. Guests may share appropriate input on subjects that fall under the SCC purview. A patron may bring a topic to the SCC by contacting the Chair at least one week prior to the scheduled meeting and asking to be added to the agenda.  The SCC may invite any person/group to make a presentation on issues pertinent to the role of the SCC. The items that are appropriate for discussion by School Community Councils include, but not limited to:
    1. Teacher and Student Success Plan (TSSP)
    2. School LAND Trust Plan.
    3. Assistance in the development of the Staff Professional Development Plan.
    4. Advise and make recommendations regarding school programs and issues relating to the community environment for students.
    5. Parent/School communication and involvement.
    6. Digital Citizenship Plan
    7. Positive Behavior Plan
    8. School Safety Plan
    9. Safe-Walking Routes Plan
  10. Items not to be discussed by the SCC include:
    1. Any personnel issues
    2. Individual student information
